Statewide Health Insurance Benefits Advisors SHIBA offered at Aging and Long Term Care of Eastern Washington
Provides trained volunteers to provide free counseling to consumers on Medicare, supplements to Medicare, Medicaid programs, long term care insurance, medical bills, and options in the individual marker. Also, will be providing outreach and education about Medicare Part D in Spokane and Whitman counties.
The Statewide Health Insurance Benefits Advisors (SHIBA) can help you understand your Medicare rights and options. SHIBA volunteers provide free, confidential, unbiased counseling and outreach to consumers on Medicare, Medicare Advantage plans, Supplement plans and Prescription drug plans, Medicaid programs to assist with costs of Medicare, and educate on Medicare fraud for Spokane and Whitman Counties. SHIBA is part of the Washington State Office of the Insurance Commissioner’s consumer protection services.

Trained resource center staff provide application assistance for DSHS programs.
Trained resource center staff provide application assistance for DSHS programs such as SNAP (food stamps), TANF (Temporary Assistance for Needy Families), health care (Apple Health/Medicaid), ABD (Aged, Blind, or Disabled) and child care. Applications are then submitted to DSHS for approval. EBT cards cannot be given right away. Clients may need to go into a DSHS for an appointment at a later time.

Allows people with disabilities who are working to purchase medical coverage by paying a monthly premium that is based on their income.

Case Management offered by Nuestras Raices Esperanza
Social workers focus on assessing, planning, monitoring, and evaluating the services and possible options required for the client’s needs. A comprehensive care plan is established to reduce major barriers to health care and mental health access.
Esperanza offers a wide range of social and human services through Resource Navigators and Social Work Practice. A social service and wellness program that advances food security, family healing, mental health, and LGBTQ supports for adults, youth, and families.

- Assisted living facility
- Adult family home
Community First Choice
- Provides attendant care and non-care related assistance services to older adults who would otherwise require nursing home placement
- Program participants can choose from whom they receive care services, including hiring family members as care providers
Community Options Program Entry System (COPES)
- Generally provided to clients who are also enrolled in Community First Choice
Medicaid Personal Care
- Provides personal care services for clients who do not require nursing-home-level care
Program of All-Inclusive Care for the Elderly (PACE)
- Offers all services through one provider.
- PACE can be funded either through Medicaid, Medicare or private-pay.

- Participants manage their own service plan and budget and take primary responsibility for obtaining services.

CHAS Health Patient Services Coordinators (PSCs) are available to help individuals enroll in health insurance and understand their coverage. PSCs are certified navigators for the Washington Health Plan Finder, and enrollment counselors for Your Health Idaho state health insurance marketplaces. PSCs help individuals apply for Medicaid, Qualified Health Plans, and other applicable assistance programs.

Provides the opportunity to connect with outreach workers from community health agencies.
Provides individuals to connect with representatives from community health plan agencies for enrollment services, coverage inquiries, and ordering replacement medical ID cards. Healthcare representatives are on-site at varying days and times. Please refer to the monthly Carnegie Resource Center calendar for provider times or call for additional information.
Resource Navigation offered at Nuestras Raices Esperanza
Resource Navigator program helps low-income residents in Spokane, Adams, and Grant County with unmet medical, housing and food insecurity. The Resource Navigator will work to help open the doors to the resources needed to provide for individuals and their family. Offers resource navigation, assistance with applications for DSHS and Medicaid services, assistance with applications for apartments, assists immigrants and newly arrived community members in obtaining state identification, bus pass, and/or library cards.
