Clients will be informed as to what resources are available and what they would need to qualify (i.e. the income requirements in order to receive rental assistance and rapid re-housing funds.)

Administers rental assistance and preservation programs to provide stability, climate resilience, energy efficiency, affordability, and increased access to safe and affordable housing for the nation’s workforce, low-income families, seniors, and persons with disabilities.

Housing for all low income persons and families qualifying. Senior or disabled housing available also. Department of Housing and Urban Development guidelines used to determine eligibility. Placement is not immediate. Qualified applicants are placed on a waiting list. Programs include: Affordable Housing: Properties are owned and managed including HUD, Rural Development and Tax Credit with some market rate units.   Section 8: Federally funded Housing Assistance Program which offers rental assistance (subsidy) for Elderly, Disabled and Single Families who qualify under the very low-income guidelines.    Properties Listings. Public Housing Federally funded housing program which offers income based rental assistance (subsidy) for Elderly, Disabled and Single Families who qualify under the low-income guidelines. The rent is based on 30% of a participant adjusted gross income.

Maintains lists of subsidized and affordable (non-subsidized) housing properties managed by other agencies. Includes housing opportunities for low-income families, seniors, and special needs individuals.

Vancouver Housing Authority (VHA) offers the Section 8 program and fields complaints about rental practices and properties. VHA offers two types of vouchers: - Housing Choice Voucher Program (Section 8): Provides assistance to very-low-income families, older adults, and persons needing special features or accommodations to afford decent, safe, and sanitary housing in the private rental market. Voucher holders may choose their own housing in the private rental market including single-family homes, townhouses, and apartments that meet minimum standards of health and safety. - Project-Based Vouchers: Provides assistance for low-income households. The rental subsidy stays with the building/unit, and when a household relocates, the rental assistance ends.

The Housing Choice Voucher (HCV) Section 8 program provides affordable housing, free from discrimination to those with barriers due to income, disability, or age. The HCV program provides tenant-based assistance, meaning that assistance follows the tenant as long as they remain eligible for the program.
