Recruits, trains, licenses, and supervises foster homes.  Provides placement for all ages of foster care children with histories of abuse and neglect.

Provides boys and girls 6-18 years treatment foster care due to disabilities, severe emotional or behavioral problems, and the inability of traditional foster care setting to meet their needs.
