Drinking Water Program offered at  Northeast Tri County Health District

The purpose of the drinking water program is to help ensure the safety and adequacy of drinking water, both for private and public supplies. Includes monitoring, technical assistance and inspecting community water supply, responds to complaints and inquiries, provides owners of private water systems technical assistance about drinking water safety.

Programs that accept and, where possible, attempt to resolve complaints regarding the rates, services, equipment, unethical or improper conduct of personnel or other inappropriate business practices of companies that provide water to homes and businesses.

Water Service Complaints

Programs that issue permits which provide written authorization for the construction, deepening, repair, replacement or abandonment of water wells.

Water Well Construction/Maintenance/Abandonment Permits

Programs that conduct tests of the drinking water that is available to people in their homes or other buildings to detect the presence of hazardous chemicals or other pollutants, and to analyze water composition in terms of softness, odor, color and contaminants (including chemicals such as magnesium sulphate, sodium sulphate and sodium chloride) that, while harmless, affect taste. Tests may be conducted by the authority responsible for the water system or by independent companies. Also available are test kits which can be used in the home for this purpose.

Tap Water Testing

Regulates on-site sewage systems, solid waste facilities, illegal solid waste disposal, RV parks, individual water wells, and licensed septic professionals.

Environmental Health Unit offered by Cowlitz County Health and Human Services at Kelso Office

Programs that answer specific questions and/or publish information about local building codes and the impact they have on the activities of residents. Questions may deal with the construction, repair, demolition, removal or relocation of buildings or structures as well as the installation, alteration, repair, use and operation of heating, plumbing, lighting, ventilating, refrigerating, electrical and mechanical appliances and equipment within those structures.

Building Code Information

Programs that issue permits for the operation of junkyards, container storage lots, scrap metal processing facilities, recycling facilities, composting facilities, chipping and grinding operations, sanitary landfills and other similar establishments that comply with local regulations regarding their location and rules for screening them from public view.

Junkyard/Solid Waste Facility Permits

Programs that provide a hotline, website or other mechanisms that the public can use to anonymously report information about the activities of people who are disposing of hazardous materials, trash or other items in places other than those legitimately set aside for this purpose.

Illegal Dumping Reporting

Programs that issue permits which provide written authorization for the installation, repair or abandonment of on-site wastewater disposal (septic) systems.

Septic System Permits

Provides planning, administration, and enforcement of building and land use codes that balance and accommodate appropriate development of the community while protecting the natural environment.

Community Development offered at San Juan County

Provides information and resources for planning, administration, and enforcement of building and land use codes.

Programs that issue permits which authorize new construction or major alterations or expansions of existing buildings that affect the structural integrity of the building or the public safety, or which are done to bring a structure into compliance with building codes or occupancy requirements in conjunction with an approved building plan.

Building Permits

Programs that are responsible for establishing restrictions on the use of land by property owners as provided for in a community’s general plan using a variety of land use control tools including zoning ordinances, subdivision regulations, development moratoriums, overlay zones/districts, planned unit development and transfer of development rights.

Land Use Regulation

Programs that are responsible for planning how the land within a local may be used by drafting and obtaining public approval for a general plan (also known as a comprehensive, master or official plan) that provides policies and objectives that guide long-term development throughout the jurisdiction and specific/area plans (sometimes called community, neighborhood or secondary plans) that address the future of specific neighborhoods or other smaller geographic areas in greater detail. The plans must be consistent with state land use planning legislation which identifies and protects state interests and promotes sound infrastructure planning, environmental protection, economic development and safe communities; but vary from jurisdiction to jurisdiction based on local priorities.
