Callers are referred to the St. Vincent de Paul volunteers in their area who may do a home visit to determine need.  Financial services are provided through a vouchering system.  Not all services are offered in all areas.

Provides one-time emergency assistance funds for undocumented immigrants in Benton-Franklin Counties who are dealing with emergencies, like severe illness, loss of a job, accidents, etc., and because of their legal status, do not qualify for other state or federal programs. If applicant is approved, a check in the amount of $250-$400 will be mailed.

Offers financial assistance to those in need in Cheney, WA based on funding available. Offers assistance with groceries, utilities assistance, gas, and more.

Provides one-time emergency grants up to $250 to post 9/11 wounded servicemembers or their caregivers for assistance with basic needs. Grant money is paid directly to the person owed the debt such as a landlord or utility company whenever possible. Examples of small grants include food, utilities, housing, clothing, health expenses, assistance with child care, vehicle repairs & other routine household expenses, home & vehicle adaption, funeral expenses, adaptive equipment, moving assistance, travel, etc.

Provides financial assistance toward preventing evictions or preventing a power or water shutoff. Three rent assistance appointments and five utility assistance appointments are scheduled each Monday, with appointments usually held on Wednesdays.

Housing and Essential Needs (HEN) may provide non-cash housing and other assistance for recipients of DSHS Medical Care Services (MCS).  Housing and Essential Needs Grant Funds Grant funds can only be used to support HEN eligible clients that qualify as homeless or at-risk of homelessness.  Allowable financial assistance for housing may include monthly rent, overdue rent, security deposit, and service animal deposits.  Utilities assistance is limited to electricity, natural gas, sewer, water, garbage, and utility deposits.  Essential Needs Essential Needs assistance includes help with obtaining personal health and hygiene items (such as toothpaste, shampoo, toilet paper), cleaning supplies (such as laundry and dish soap), and bus passes.  Assistance cannot be provided through gift cards, vouchers, or certificates.  All HEN clients are eligible to receive essential needs assistance.

Provides assistance to households who would otherwise be unable to pay for heat and energy. Funding comes through the federal Low-Income Home Energy Assistance Program (LIHEAP) for heat, and from Puget Sound Energy for electric, as well as a smaller fund for Cascade Natural Gas customers.

Temporary Assistance for Needy Families (TANF/WorkFirst): -  Provides monthly cash grants and medical assistance to eligible low-income families with minor children in the home. -  Applicants attend a WorkFirst orientation and eligibility interview.   -  Pregnant and parenting minors may be eligible for TANF benefits if they meet additional eligibility requirements, as determined by a DSHS social worker.   -  Adults may also be eligible for WorkFirst support, which will pay for items clients must have in order to look for work, prepare for work or accept a better job. -  Assistance may include transportation, car repairs, interview and work clothes, licenses and tools and equipment.   -  Assistance will be provided via vouchers or pre-paid merchant cards.   Aged Blind and Disabled (ABD): -  Provides financial assistance for people with a long-term or permanent disability, or who are blind, or who are age 65 or older and meet income and resource requirements.     Emergency Assistance: -  TANF, Workfirst, SFA and RCA clients may apply for supplemental financial assistance when faced with an emergency caused by circumstances out of their control.   -  Funding may be approved for rent (EVICTION NOTICES); electric, gas, heating fuel, water/sewer or telephone utility shut-off notices; or deposit move-in costs for homeless individuals and families.   -  Includes Additional Requirements for Emergent Needs (AREN). AREN payments may be made up to a maximum of $750 in a 12-month period.   - Also includes WorkFirst support services, which helps with rent, mortgage, taxes, insurance, utilities, moving costs, all housing-related fees, hookup fees, refundable and non-refundable deposits, and temporary housing for households participating in WorkFirst. Up to $5,000 is available in a 12-month period. Provides financial assistance to income-eligible households to help with heating and other energy bills. There are two types of funding available: - Low-income Home Energy Assistance Program (LIHEAP), which can assist with heating costs, including electricity, gas, wood, oil, or propane. - State Home Energy Assistance Program (SHEAP) may be available for clients not eligible for LIHEAP. SHEAP is an electric benefit only. PSE HELP can assist Puget Sound Energy residential customers with gas and electric bills in addition to LIHEAP/SHEAP assistance. Once an appointment is scheduled, applicants should contact their utility company with their appointment confirmation number. In most cases, the utility company can put a hold on their account once the applicant has a confirmed energy assistance appointment. To prepare for their appointment, applicants can go to hopelink.org/energy to get information on eligibility and required documentation. The scheduling webpage also has a link to check or cancel an existing appointment. If clients do not have internet access, they can call the scheduling line to check or cancel their appointment, or to listen to eligibility and required documentation. Clients with questions not answered on the website or the Appointment and Information Line can email [email protected] or call their local Hopelink main office number during office hours. LIHEAP eligible clients without home cooling access may receive a one-time air conditioning unit delivered directly to their home by indicating their interest/need during their appointment or application. FAQ : - On average, appointments are scheduled for four-six weeks from the day the appointment is set. - Qualified applicants will have a fixed amount paid to the utility company depending on housing type, household income and energy use.

Offers PSE utility assistance to those living in Thurston County. This is just electric help through Puget Sound Energy. The bill must be 1 day late and and The Salvation Army can help pay up to $600 on a bill, once a year. Provides assistance to customer of the Thurston County PUD (Public Utilities District). Puget Sound Energy Assistance Helping PSE customers who have a final notice or are already disconnected. Warm Home Fund - Winter program that helps PSE customers during the winter. Details: Up to $600 per household per year - The bill needs to be one day late. Please call for assistance.

Provides small amounts of emergency financial assistance for transportation, food, utilities and other emergency needs. No support for hotels and car repairs. VERY limited support for large (>$200) utility bills from a network of churches. Must visit in person only.

Administers the federal Low Income Home Energy Assistance Program (LIHEAP) to help households pay for electric, gas, wood, propane and oil heating and Puget Sound Energy’s Home Energy Lifeline Program (PSE HELP) for Puget Sound Energy customers who use gas heat. With both programs, payment support ranges from $100 to $1,000; the average household receives $422 per year. Payment support is made by Byrd Barr Place directly to the utility company. Tenants who pay their power costs directly to the landlord may also get assistance in the form of a direct check. Those who qualify for the LIHEAP program may also qualify for a free portable air conditioning unit during the LIHEAP program year.

Provides wraparound financial support to adults who are deemed incapacitated by DSHS and have no income or are enrolled in ABD. May assist with rent, move-in, utilities, hygiene supplies and transportation costs.  Provides the following for individuals approved by DSHS:  Transportation Assistance (gas card or bus pass)  Essential Needs (hygienic and cleaning supplies once per month)  Ongoing Rent/Utility Assistance (most housing situations qualify)  Limited Rental/Utility Assistance (as funds are available)  Limited Move in Cost Assistance (as funds are available)  Housing Search Assistance for those experiencing homelessness  Employment Counseling   Payments are processed to landlords and/or utility companies on behalf of program participants. HEN can only guarantee monthly payments 90 days at a time.

Provides various housing programs for families and individuals living in Asotin County. Offers Coordinated Entry, Homeless Diversion, and Housing and Essential Needs (HEN). - Coordinated entry is a process developed to ensure that all people experiencing a housing crisis have fair and equal access and are quickly identified, assessed for, referred, and connected to housing and assistance based on their strengths and needs. - Diversion is a fast paced, short-term case management program that can assist the individual/household(s) with solving problems and barriers by utilizing the existing strengths and resources of the individual/household(s). We can assist with limited flexible funding, based on eligibility, in order to assist the individual/household with obtaining permanent housing which can include relocation and other activities that support obtaining permanent. - Housing and Essential Needs Grant Funds can only be used to support HEN eligible clients that qualify as homeless or at-risk of homelessness.
