HEN (Housing and Essential Needs) offered at Share and Care House Puyallup
Rental assistance and Essential Needs (HEN) individuals are deemed eligible by DSHS and must provide letter of approval provided by DSHS to apply for the waiting list. Recipients have no earned income and have a temporary disability. May be receiving assistance through the Aging, Blind and Disabled (ABD) program. Clients who are receiving Social Security (SSI, SSDI or SSA), TANF, Unemployment, or L&I income are not eligible for HEN. Housing and Essential Needs Grant Funds Grant funds can only be used to support HEN/ABD eligible clients that qualify as homeless or at-risk of homelessness. Allowable financial assistance for housing may include monthly rent, overdue rent, & security deposit. Utilities assistance is limited to electricity, natural gas, sewer, water, garbage and utility deposits. Essential Needs Essential Needs assistance includes help with obtaining personal health and hygiene items (such as toothpaste, shampoo, toilet paper), cleaning supplies (such as laundry and dish soap), and bus passes. Assistance cannot be provided through gift cards, vouchers, or certificates.

Application process
DSHS determines if someone is eligible for the housing part of HEN. Clients need to take their DSHS HEN paperwork to Share and Care House for additional eligibility review.

Eligibility
All HEN clients are eligible to receive essential needs assistance. Agency will verify that the client is eligible for HEN, and assess the client's risk of homelessness to determine if they meet criteria for financial assistance; financial assistance is not guaranteed. All HEN clients are eligible for essential needs assistance, when items are available. Those who qualify for HEN assistance will typically: - Have no source of income (including SSI/SSDI/SSA, TANF, Unemployment or L&I) - Have a temporary disability that is preventing them from working - Be on the Basic Food Program AND Apple Health - Are eligible for Aged, Blind, and Disabled (ABD) benefits. Housing and Essential Needs Grant Funds Criteria: - Homeless: Criteria to qualify as homeless includes those who are living outdoors, in buildings not meant for human habitation or which they have no legal right to occupy, emergency shelters, temporary/transitional housing, and for currently fleeing domestic violence victims. - Substantial Risk: Criteria to qualify as being at substantial risk of homelessness may include having a pay or vacate notice, eviction notice, utility shut-off notice, late payment notice, or certification of potential eviction. Client will be assessed as to if they have supportive options or networks including friends/family, church, or social service agencies, or other potential housing options. Additional factors may include: - if the person was discharged within the last 180 days (including prison, mental health institution, and hospitals), - high overcrowding in their housing unit, residence has been condemned, - current or past involvement with child welfare, - sudden and significant increase in utility cost or medical debt, - physical disabilities, chronic health issues, - past institutional care, history of mental health or substance abuse issues, - credit problems that preclude obtaining housing, - pending foreclosure of rental property, or - homelessness within the past 12 months.
