Project Access - Premium Assistance Program offered at Pierce County Project Access

Provides financial support for eligible individuals to enroll in silver-level qualified health plans under the Affordable Care Act. To qualify, applicants must: - Be Pierce County resident for at least three months, - File taxes, - Have a household income at or below 400% of the Federal Poverty Level, - Not have other health insurance options, such as employer-provided insurance. Referral Timing: - Open Enrollment (Nov 1 - Dec 15): Applicants need to choose a silver-level marketplace health plan to receive premium support from Project Access. - Outside Open Enrollment: Applicants must either be enrolled in a silver-level marketplace health plan or qualify for a Special Enrollment Period due to a Qualifying Life Event (e.g., having a baby, getting married, or experiencing a significant change in employment) to select a silver-level plan. This program ensures eligible individuals receive financial assistance to access essential healthcare coverage, aligning with the Affordable Care Act's subsidy provisions.

Application process

211 specialists will conduct an initial screening to ensure the applicant fulfills the necessary criteria. The completed forms should be faxed to Project Access. Subsequently, Project Access staff will reach out to the patient for a more comprehensive screening and arrange enrollment within about one week (turnaround time may extend if the referral occurs during Open Enrollment). Project Access is able to display all available silver-level Qualified Health Plans but is not in a position to select or sway the patient's decision regarding plans. The program will not assign a provider to the patient; however, it will assist the patient in navigating the process of selecting one.

Fee

Premiums are fully sponsored by Project Access (at no cost to the member); however, the member must cover the deductible and co-insurance expenses when obtaining medical services.

- Those who do not qualify for free healthcare, but can't afford to buy insurance, - Residing in Pierce County for a minimum of three months, annual tax filing, and a household income not exceeding 400% of the Federal Poverty Level ($5,020/month for a single-person household), - Applicants must not have another option for health insurance (e.g. those offered VA coverage, Medicaid, Medicare, disability, and/or insurance via their employer are not eligible), - Project Access evaluates eligibility on an individual basis if the applicant has access to insurance through a spouse's employer and may request further details. - Serves individuals and families.

Premium Assistance Program: - This program is for individuals with an income up to 400% of the FPL who file taxes, do not have employer-provided insurance, and have been residents of Pierce County for a minimum of three months. Participants can enroll with PCPA to have their monthly premiums covered for a silver-level qualified health plan through the Washington Healthplan Finder. Enrollees are responsible for their out-of-pocket costs.
