Helps if taxpayers can't resolve their problem with the IRS and: -  The problem is causing financial difficulties. -  The taxpayer is facing  immediate threat of adverse action - The taxpayer has tried repeatedly to contact the IRS but no one has responded, or the IRS hasn't responded by the date promised.
